I mentioned this to a co-worker, and he was saying that while he was 
adopting his younger boy, the state actually came in and told them that they 
needed to be a licensed day care facility, or they (more specifically, his 
wife) would be fined and possibly imprisoned.  Again, he was in the process 
of adopting the boy.

But regarding the article, it's funny that if a neighborhood kid comes into 
your house more than 28 days out of the year, then you need to be a licensed 
day care facility.
