This means that you have something like: 1.2.3 somewhere and it should 
be 1,2.3 or 1.2,3 or 1,2,3.
Probably a "," that got replaced by a ".".

Open the file special.inc
Scroll down to line 1731 and examine it closely.
If you don't find the error, post that line here.
