Plebe as used here isn't the common proper reference to a plebian, but is 
instead derogatory slang of unknown age referring to someone as being a 
commoner, of low intelligence, breeding, general ability or social 
standing...or all of the above.

Essentially stating that the target is the worthless gutter-dwelling 
offspring produced by barely human evolutionary dead-end progenitors.
