It means you've dug a hole that you're stuck inside, and you're continuing 
to dig, hence making the situation worse for yourself.

The implication is that you're trying to solve the problem in a way that's 
making the problem worse for yourself. (I.e., if you insult someone while 
asking for charity, then insult them again when they point it out, you're 
making it less likely you'll get the charity.)
