More specifically, I would imagine this is Wolfram's assertion that the 
universe might be a giant CA, which would explain why certain physical 
quantities have a discrete, "quantum" nature. (I believe he theorised 
that different subatomic particules might be "tangles" in some kind of 
hyper-dimensional network, which updates itself in a mannar similar to a 
CA.)
