Because they can't fix it, and don't want to acknowledge that fact?

I've given up hope that the graphics cards vendors will actually start 
caring for their fans.  Time after time, I've seen release notes state 
things like performance improvements on specific games with specific 
cards - and it's always the games that are used for benchmarks, and 
always the high end rigs (either the most expensive cards, or SLI / 
Crossfire), yet not touching bugs or adding usable features.

Heck, even if they would make changes that resulted in performance 
improvements for a variety of 3d apps, that would be better... but for a 
single game, with a single card?  (And testing the new driver on my end 
confirmed no improvements in any other apps).
