Not yet. While the web pages usually lag behind, the FTP 
server's welcome message files are the first to show the new 
topic. Either check regularly by connecting to ftp.irtc.org, 
or (for convenience) use the web mirror links below:

Inside the "incoming" directory:

At the root:
http://www.irtc.org/ftp/.message
(this one may download instead of showing up in the browser, 
it's supposedly saved as text file on your computer.)
