When alpha output is enabled, the background color shouldn't show at all
(except in reflections and refraction). When there's a partially transparent
object, even if your background color is set to bright orange, you should
only see the color of the object (along with its transparency) - no orange.
Make sure you have the latest version of POV-Ray for this behavior (I'm not
sure 3.5 did it this way).
If you're referring to the background color appearing in reflections, just
set it with background{rgb whatever}.
