I suppose that a probable scenario is more like this:
Someone compiled a to-do/bugs list, then (lots of) time passes, the list
gets forgotten somewhere in the labyrinth of files, new to-do/bug lists
are made... Perhaps someone somewhere sees the old list and has a quick
look at it and thinks "this list is really old and most of these things
have already long time ago been fixed" and perhaps even deletes the list.
