Yea, that's what I thought, but it turns out that povray first looks in
the POVINI file, then it parses the command line.  So, I'm confident that
specifying the file in the POVINI file would work, and I know that it
will work if you give the +L<libpath> option prior to the ini file on
the command line.  The remainder of the ini files are not parsed until
after the command line (and subsequently, after povray fails to find the
ini file).
