No, it isn't at all. You only need QuickTime Pro to encode movies if you
want to use the video encoding feature of the QuickTime Player. The codecs
are complete in the regular version of QuickTime and you can use them with
any other application, but not QuickTime player.
For changing movies, mostly automatically, including MPEG encoding and
decoding, I would recommend MediaPipe. the user interface isn't really
great, but it gives you access to all you need.

For turning image sequences into movies, you can either use the POV-Ray Mac
built-in movies export (which gives you access to all QuickTime codecs) or
you use Eduard's old utility, which works just as fine:
