Sounds like a good idea, although a whole group seems like overkill.

Perhaps a formal statement from the newsgroup admin about links - e.g.

"cgi-related links should be posted to general using the format:
Subject:
Link:www.foobar.com/foobar.html
Body:
linkurl followed by a catagory (as per Ken's catagories) and brief description."

This would have the advantage that, when sorting by subject, the links would all
be listed together.
