Mozilla (and its derivatives) will support it just fine, as *should* IE5 
or better. Other browsers probably won't support it (sorry I can't be 
more specific, but it's been a while since I've kept up with which 
browsers do or don't support various features and standards, because I'm 
sick of the whole legacy browser support thing - upgrade already!) but 
if your navigation bar appears at the top of your page code, it should 
appear at the top of the page in a browser without CSS2 support.

Of course, if you use one of those DHTML menubar scripts as someone 
suggested, all bets are off :P
