You might want to browse through the povray.unix group.  There have been 
several IDEs discussed there recently:

Pyvon @ http://pyvon.sourceforge.net
Emacs Pov Mode @ http://www.acc.umu.se/~woormie/povray/
KPovModeler @ http://www.azweb.de/kpovmodeler/ (not an IDE)

I think Pyvon most closely resembles the windows IDE, although I haven't 
spent much time with either of late.
