No, not really the smallest possible file if you have multiple scenes you will
get much better results with dynamic (automatically determined to be
necessary) keyframes.  However, those are not supported by all encoders also
many decoders do actually support this.  the reason why a dynamically inserted
keyframe in a (longer9 sequence will be better is that whenever you have some
kind of "cut" practically the whole frame content changes and thus compression
of only the different parts will in 99.995 of all cases require more storage
than a keyframe.
