Because one inch is 2.54 cm, and thus you have to divide in order to convert
centimeters to inches. It has nothing to do with some printer doing some
interpolation or something - in fact you probably misunderstood the original
question as it wasn't about some printer or printer settings but about the
image size in pixels for a 300 dpi printout.
