Nowhere.  The input are raw HTML text files in a simple form close to HTML 2.0
with tables that are edited with text editors.  Those HTML files are then
turned into the final format with automatic tools for indexing, toc building,
cross-section-linking and so on.  For the Windows version a (non-trivial) Perl
script is used, the Mac version of the docs uses a custom C++ program, the
online version a slightly older version of the program, and the Linux version
uses a modified version of the Windows Perl script.

For a variety of reasons the POV-Team has no plans to release these tools to
the public, sorry!
