We can thank Microsoft for this; HTML Help requires ActiveX, and they assume
that if you've got them turned off for the local computer zone, then they are
'not safe' (rather than saying 'they have been turned off' or some such).
If you want this to work, you'll need to enable ActiveX on the local intranet,
or add your computer to the 'Trusted Sites' zone.
