Although MPEG-1 is the best in the sense that you will get the widest
audience and the widest variety of (free) tools, it's not, however, the best
codec.
An MPEG-4 codec is far better (in both file size and image quality), but
it's a rather new standard and not well supported yet. Some codecs which
use the MPEG-4 standard (well, part of it at least) are ASF and DivX.
I really don't know what's the situation of DivX. AFAIK is a kind of
"hacked" version of ASF, but I have never heard of it being illegal or
anything. If anyone has more info, I'll be interested.
