Aerial photos might be the best bet for scaling, you can get to a bunch from
http://terraserver.homeadvisor.msn.com/default.asp
Zoom into the map or choose a city name. If aerial photos exist for a place
it will say. The "topos" are useless for image mapping.
Another thing though, they are only black&white. I haven't seen color
aerial pictures yet.
I almost forgot. There is a great new place with satellite photos that are
in color.

To put a scale to them I think you'll need to compare with maps.
