Best thing for that might be a satellite or aerial photo image mapped to the
ground object. Depends on how much realism you're after.
Placing the lights might not have to be accurate, a grid with some
randomness would be good. Set up a while loop and random numbers with the
otherwise linear grid distorted somewhat by those random numbers. The
vectors used as light source locations obviously, and also for color and
brightness too.
