Glen,
I suspect ABX is right about there being a +ER1 on the command line
passed to megapov.

With the original POV 3.5 +ER1 and +EC1 are always taken to mean
100% - render to the  end of the image. The trouble is that those who
wanted to render by row, for example, could not render just the first row.

With Megapov, if you want to render to the end, and are using
percentages,  you should specify nothing for the end row or end column.
Rendering to the end is the default in both POV 3.5 and Megapov.
+ER1, if you mean 100%, was never necessary.

In fixing this it was suggested that we somehow figure out how what the
user meant by looking at other flags.  I could not determine how to do this
because  it is perfectly valid to specify only a +ER1 flag in which case,
did the user mean render 100% or row 1? I might guess row 1, but I
cannot be sure.

I think where we are today with Megapov at least leaves everyone
where they can render what they want from single pixel to complete image.
The side effect is that those who have been using +ER1, +EC1 directly - or
indirectly - through interfaces will have to drop the flags when they mean
100%.
