I think you have a somewhat strange understanding of priorities here. 
This might seem an extremely useful feature for you but maybe you should
have spent a bit more time on trying ABX's suggestions.

Let me formulate it this way: There are a real lot of high quality tools
nicely printing HTML so it is a very efficient approach to have a
customizable converter for POV-SDL code to HTML and leave the printing to
a different program.  I wonder if you even tried Ingo's povsdl2html.  It
is highly customizeable with style sheets and you have a WYSIWYG preview
in the Browser - implementing such things inside the POV-Ray IDE (and this
on several platforms) would be a real lot of work the POV-Team could
better spend on other things.

Win-POV already has support for integrating 3rd party tools into the tools
menu so there won't be a problem adding an entry calling the converter and
opening the resulting file in a browser.
