Trusted by the IRTC admin. to remain fair and impartial in their voting.
How they determine this is anybody's guess. I, for example, was approved
as a panel judge. I was pretty well known in the community by the time I
applied which may account for my acceptance.

I think that they want people who are at least somewhat knowledgeable in
a wide variety of 3D graphics programs and styles and who can judge an
image for all of the elements required to achieve the finished results.
It takes more than just saying "This image kicks-ass so it deserves a
20!". I think it would be fair to say that if you yourself don't believe
that you can judge an image beyond its artistic value then you are not
yet qualified to be a panel judge.
