Might I recommend using PHPweblog? I much prefer PHP for webstuff than perl,
since it's faster, and uses less memory, especially if compiled into apache.
That's what I use (heavily modified, though) for http://anime-central.net.

One of the nicest features of phpweblog is that it uses templates, and can
be changed on the fly, and it's relatively easy to add a new feature into
the system (like what I've been doing) and have it use the templates too.
