Wrong group to ask that question (best asked at povray.general or
povray.windows) but the answer is most likely that you have a pre-3.1g version
to begin with.

That would be the CodeMax editor in WinMegaPov (or official WinPOV), can be
found in [POV-Win ?] button.
Most other platforms don't have a built-in editor.
Anyhow, I think it's because you are running an earlier version of the
official POV-Ray for Windows, such as 3.1e.  If that's the case then you'll
either need to use two sets of codemax.dll and cmedit.dll files (maybe just
the cmedit.dll) from both versions and switch them out each time you change
which executable you use... OR... easiest thing to do is get the latest 3.1g
version of WinPOV (POV-Ray for Windows).
Hope I'm right.  I'm already forgetting which DLL files are used.
