You can find a Moray plugin that imports 3DS and Wavefront OBJ files at:

It will pull most of the texture information directly into Moray
(including making textures you can edit with the material editor).  You
are responsible for making sure the image formats are ones that POV-Ray
understands (e.g., .cel formats aren't, but .gif and .tga are).  The
advantage of having the texture loaded into Moray is that you can then
tune to what you want (or tune to get the POV-Ray rendered results to be
what you expect).

There are differences in the way that ambient works in 3DS versus
POV-Ray, so you may/will need to change the value of the global ambient
light before rendering.

Any u/v information is retained, but since Moray is built to support
POV-Ray, there isn't a good way to export it.  However, the renderer
plugin at the same page can use the u/v info.  You can also use the RIB
exporter and render with BMRT (the u/v's are exported properly).
