You have to play with the CTL files used by cmpeg. The ipb.ctl that comes
with cmpeg is very general and it doesn't work well with every animation.
Sometimes it's necessary to create your own ctl file.
  This happened to me with my "Robot" entry in the IRTC. With ipb.ctl the
quality of the animation was acceptable, but it created an mpg which was over
6 megabytes. I played with the ctl file until I got one that compressed it
to about 4 megabytes without visible degradation of the image.
