I'm thinking Patrick's Curve Generator is one such animation utility (can't seem
to locate it anywhere now), and perhaps a few others are out there somewhere.
Thing is they all seem to be older and for versions 3.0 or previous.

It may be though that none can be used to run POV-Ray via extension, unless
Moray is counted.
