It sounds to me like you are trying to render POV-Ray v3.0 example scene
files with POV-Ray v3.1. The atmosphere and halo feature have been
discontinued in POV-Ray v3.1 and the matches.pov file will only work with
v3.0. The version directive in this particular situation will not help
because all backward compatiblity for those features have been dropped.

I recently updated the matches.pov file to work with the new media 
feature in POV-Ray v3.1. If you would like me to send you a copy
let me know. The results are not 100% identical but close enough
for jazz. Other scenes from v3.0 may no longer be available however
and it's the price we pay for added or better features in the program.

If you want to render the example scenes be sure you use the scenes
that were distributed with the v3.1 package or you run the risk of
having to go through the ones that no longer work and upgrading them
to comply with syntax/feature changes that come in later versions.
