Hmm, if you are looking at some of the older link pages, yes you can find
links to pages that old. This of course does not go for
www.povray.org/links/ which is very new.
As for POV-Ray itself, if you look at the FTP server you can see the actual
date when the archive (for the Win version) has been up dated: "Tue Jul 6
23:54:00 1999" (see below). If you look into the documentation (not
somewhere at the end, at the *top*), you will find that it has last been
updated "May 1999". Besides that, doesn't the splash screen say something
like "Copyright 1999"?
And if you are refering to a Windows 3.1 version of POV-Ray, yes, the last
Windows GUI version of POV-Ray that supports WIndows 3.1 is POV-Ray 3.02.

Are you sure you are looking at pages still linked on http://www.povray.org?
:-) Some search engines turn up some 'very old' pages on povray.org, like
the 1998 betatest of POV-Ray 3.1...
