Same rumor confirms the possibility.

Unknown at this time.

There are plans by the POV-Team to incorporate many of the user submitted
patches into a version of POV-Ray to be designated as v3.5. When this
release will be and what it will contain is still a mystery to the general
public. The team has to evaluate each patch for what it can do and what
it might break in the official version if they decide to use it. I understand
they are proceeeding with caution at this time and it is understandable
that they should do this.
Let's just say we hope these powerful features will make it into the next
official version and leave it at that.
