If you look at the header of the message you posted, you will find (among
other things) the following line:
X-Copyright: This copyrighted article comes from a private news server and
may NOT be redistributed.

Also, the URL Ron gave: http://www.templetons.com/brad/copymyths.html
describes why newsgroup articles are *not* public domain, unless explicitely
made so by the author.
