I recieved the following reply by email concerning the lists:
Subject: IRTC Mailing Lists

I don't have write access to the newsgroups, so I send this directly
to you. You may post it on the newsgroup if you want.
There are two IRTC mailing lists.
IRTC-l is a generic list. There can be a lot of traffic there (up to ten
messages a day...) Lots of info, lots of chatting.
IRTC-announce is a read-only list, used by the admins to give info about
deadlins and new topics. It is a VERY LOW TRAFFIC list (something like
two messages a... month) This one is a must.
There's in fact a third list, IRTC-admins, but as its name says, it's
admins-only.
