There was similiar dicussion on the IRTC mailing list.
Bill Marrs answered this one completely.
I cite his mail to IRTC-l
----------------------------------
Bill Marrs:
"If we made it midnight (the logical deadline time) GMT, we'd actually
be shaving off 7 or 8 hours from the time, and that's bad.
I wish there was a way I could express to everyone that the "deadline"
is not so strict. What actually happens is, the morning after the
deadline, I get up, get some breakfast, read my email, and then think
"oh! it's
time to wrap up another IRTC round!", then I work on cleaning up broken
submissions and general end of round house cleaning.
This is actually well after the actual deadline occurs, and even then
if an artist is struggling to get something in (and tell me), I'll
usually
work with them (even bend over backwards to get their submission in
somehow,
someway). By noon my time (US Eastern Time) I will generally stop
waiting and close the round. Chip makes the zip files and then I start
the
mirrors.
Sometimes one of us isn't around (I was skiing last round), and there
can be an additional delay, but most of the time that's how it goes."

I hope this makes it all clear.
