I've done this using a particle system and media (this was in MAX, but the
same should apply to POV-Ray).  The way I did it was to create a particle
emitter that released only a few invisible particles every frame.  Then I
binded a particle based media system to it and set the fractal turbulence
very low.  Then all that was necessary was to animate it.  (the system for
the particle media I used was called FreePyro, a free version of
PyroCluster).

Unfortunately I've lost the original file :(  Otherwise I would have posted
it here for you.

Maybe you could use that particle system that was talked about here a while
ago... and use the particle positions for spheres of media (this is
essentially what FreePyro does)...
