I think that it is possible if you add the inverse keyword to the cylinder,
since the fog will now be on the outside of the cylinder according to
POV-Ray, even though it's on the inside. :-)

I was going to try containing the fogs in a cylinder(hollow) but I can't
get POV to accept it. The docs seem to imply that it's possible but if
it is I haven't figured out how...
