Yep, that's the basic idea of it.  You create seems in the mesh by
disconnecting faces.  Some advanced utilities can do it for you.  The idea
is to separate all the different segments of a mesh in such a way as it can
be painted on later.  The mesh can then be reasembled and because the seems
have been rejoined they will still retain their mapping co-ordinates.  It's
very useful for character animation and design.

3D Studio MAX has several ways to do it, and I'm pretty sure that Lightwave
does it also.  All of the really high-end programs of course do it as well
(like Maya, Softimage etc).
