It is uncommon, but it is done.  There is no rule against it.  People
have been known to publish preliminary or even final images on the web
and request comments to improve them.  This is, as I said, rare but
legal.  The IRTC is more about making good images, pushing the envelope
and sharing techniques than about cutthroat competition.  The "contest"
aspect is (supposed to be) secondary.
