I don't think so..

I think, if anything, it gives the creator of the published picture a
DISadvantage over the rest of the competitors.

They're letting out what they're doing, and therefore giving other entrants an
idea of what sort of work they have to do to try and win.  Not just send it in
and hope nothing else is better.

Although, the image they actually put on the web, and the final image they
enter, can, and probably will be, completely altered and tweaked.
