No, it isn't a bug.
A bug is a programming error: The program should work in other way, but it
doesn't because of a human error while writing the program source code.
This isn't a programming error. It works exactly like the programmer
intended it to work, and there's no better way to do it.
It's a computer limitation, not a bug.
