  Well there is AutoCad 14 that will allow you to
do everything you ask but import .raw files. Of
cource it is a little expensive if only used as a
mesh utility.
    There a little program I purchased at a retai
l software place called 3D design plus.
It retailed in the US for about 30 bucks. It too
will not directly support .raw files but has dxf
import capability.
    It will allow you to physicaly modify individual
triangle mesh points. It basicaly is a 3D cad
modeling package. It has its own built in rendering
engine (a pretty good one too for the price), has
a good range of primitives, offers key framing
animamation support, and will export directly
to dxf file formats.
    The only limitaion of the program is an
internal limitation of 1000 triangles. Any more
and they are ignored.
