Probably a matter of user rights. Changing a task description after the 
fact comes with the risk of deleting information that is vital to 
understanding comments already added at that time, so it does make sense 
to limit such functionality to privileged users.

(It could be argued that the creator of a task should be allowed to edit 
the task description if no comments have been added so far; but Flyspray 
is a comparatively lightweight tool, so it's not fair to expect it to do 
everything one could ever wish for.)
