That should be POV-Ray 3.7 or 3.8.

It should, but only if you get the 32 bits version AND Win32s is installed.

Also, POV-Ray 3.1 should run in Windows 10, both 32 and 64 bits versions.
Even versions 2.x should work, unless you have the 16 bits executable in 
Windows 10 64 bits.
