There is a myriad of file splitter, since it is very easy to make one :-)
My personal choice: HJSplit <http://www.freebyte.com/hjsplit/> because it 
is more or less multi-platform.
Now, you can take a look at, say, 
http://ftp.sunet.se/nonags/filesplit.html for more, and be overwhelmed by 
the choice :-)

AFAIK in the Unix world 'split' and 'cat' have been more or less standard
tools from the beginning of time (one splits, the other concatenates).
