I see that the latest version for PovRay is 3.1g, dated July, 1999.

Well... I wonder if there is any plan for a newer version of PovRay? If
so, when can I expect it? If not, why not?

Just see povray.announce.frequently-asked-questions "POV-Ray plans for v3.1
and beyond...".  You can expect POV-Ray 3.5 this year.
