I didn't say C++ didn't exist.  I said "C/C++" doesn't exist.  I was
merely trying to point out that they're two separate languages.

...and thanks to C99 standard efforts, the gap is getting wider!

W.r.t. Pov4, I advise to have a look at www.wxwindows.org. They have 
developed a C++ toolkit which compiles on lots of platforms: their 
C++ usage tradeoffs are without doubt a good starting point.

If you plan to use STL, STLPort (www.stlport.org) manages to compile
on lots of platforms.
