I've heard references that you can actually model with Poser. So far I've
only been able to do poses on existing models. Can anyone give me a hint on
how to model new faces, creatures and clothes? It looks like D-Mesh can
model figures, but I only found a dead link on the site.

Depends on what is called "modelling". Poser allows you to alter and deform
model parts (by scaling and tapering tools in P3 and with magnet and wave tools
in P4) but it's not really creating something new. What very advanced users do
is that they create Poser models from scratch in external modellers and then
make them posable in Poser.
A slightly less demanding task is to create morph targets from already existing
body parts. See for instance the tutorial for anim8or, a free modeller (bottom
of the page) :

Also, I've seen tutorials about making clothes and complete characters in
external modellers but I don't have the links right now.

This is what I'd like to do as i don't think I could do a pegasus for
instance with morph targets and still pose the wings in poser.
How can I make a model posable in Poser 3?

If you go to the poser site, you can download a pdf of "Advanced Techniques"
The advanced manual talks about how to take a mesh from an external program
and make it posable.  Unfortunately, it doesn't do a really good job, and
the info you really need is all over the place.  There is a website (url I
can't find atm) that takes some simple shapes and takes you through the
process, to give you an idea how it's done.  Should be able to find it by
bouncing around to various poser sites.

Note that there are some posable wings available for free at renderosity (see
free stuff section, then search for "wings"). DAZ3d also sells a "creature
pack" full of goodies (including wings, horns, tails etc.).

The best solution would be to spend the $200 to buy Animation Master, then
you could import Poser figures and create and animate anything your heart
desires. Of course it is $200 (with student discount) and has a steep
learning
curve. That may not be a solution for you, but would get you where you want
to be.
