I'm using ubuntu 15.10 on a laptop with processor Intel i7-6700HQ Quad Core. I
installed povray 3.7 (to be precise 3.7.0.0-8build1) from the repositories and I
noticed it was using only one processor. I uninstalled it, downloaded the
sources from github and compiled. Now it is using multi-threading.
Is this the expected behavior or a bug? May it be related to the hardware or the
OS?

The build provided by Ubuntu contains some modifications to the code, so
we can only provide limited support for it, especially when it comes to
behaviour that differs from the official version as published by the
POV-Ray dev team.
You should probably ask Andreas Beckmann (anb### [at] debian org) whether this
behaviour of the Ubuntu build is intended or otherwise; he seems to be
in charge of maintaining that build.
Also, "the sources from github" is a rather fuzzy specification; did you
take the source from the current master branch, or the official 3.7.0.0
tag? In the former case, the difference /may/ be caused by one of the
countless changes in the official code.

Have you tried explicitly stating how many threads to use (ie +wtN for N
threads).

I remember, not long ago I had the same problem (a bug with a macro) with povray
installed from the ubuntu's depots. Then clipka told me he'd like me to get down
to the bottom of it by compiling the sources from www.povray.org and that solved
the problem
