Frame by frame.

Only Poser itself is going to be able to perform correct bending of the
joints of Poser people. So when you export the OBJ file from Poser,
click on "Multi Frame Export" and you'll get a series of numbered OBJ
files.

If you're dealing with rigid objects in Poser, rather than figures with
flexible joints, then it is possible (but not particularly easy) to
export the BVH information and use that to drive a POV animation.
